What is a Budget?

What is a budget?

A budget is an estimate of revenues and expenditures based on the information we have during its development. It is a working document that is used to guide the purchases throughout the year and can be adjusted using budget transfers per board policy.

There are three mandated components to a school district budget:

Capital Component: includes expenditures such as the operation of facilities, maintenance of facilities, tax certiorari and debt service.
Administrative Component: includes expenditures for the Board of Education, Administration, finance and legal services, curriculum development and insurance.
Program Component: includes expenditures for classroom instruction, special education, information technology, health services, co-curricular activities, athletics, and transportation.

Property Taxes & the Tax Cap:

What is the property tax cap?

The tax cap law establishes a limit on the annual growth of property taxes levied by local governments and school districts to two percent or the rate of inflation, whichever is less. It was first implemented in the 2012/13 school year and was made permanent in the Governor’s 2019/20 Executive Budget. It is one part of the eight part formula used to calculate a school district's tax levy limit.

Who is subject to the tax cap?

The cap applies to all independent school districts and to all local governments including counties, cities, towns, villages, and special districts. The cap does not apply to New York City.

What is a tax levy limit?

The tax levy limit is the highest allowable tax levy that a school district can propose as part of its annual budget that would require approval from a simple majority of voters (more than 50 percent).

How is the Tax Levy determined?

The law requires the use of an eight-step formula to calculate each district's individual tax levy limit. This calculation adjusts a district’s tax levy to reflect growth in the local tax base (if any) and the rate of inflation or 2 percent (whichever is lower), as well as some exclusions noted below.

Are there exceptions to the tax levy limit?

There are exclusions to the tax levy limit, including certain costs of significant judgments arising out of tort actions, voter approved capital expenditures, and large year-to-year increases in pension contribution rates assessed by ERS and TRS.

Is there an override mechanism to the tax levy limit?

Any proposed tax levy amount above the tax levy limit will require budget approval by a supermajority (60 percent or more) of voters. Essentially, the tax levy limit sets a threshold requiring districts to obtain a higher level of community support for a proposed tax levy above a certain amount.

What happens if the budget is not approved by voters?

If a proposed budget is defeated by voters, a school district has the option of putting the same or a revised budget up for a revote, or adopting a contingent budget. If a proposed budget is defeated twice by voters, a district must adopt a contingent budget. Adoption of a contingent budget means that the district must keep its upcoming year tax levy the same or less than the current year's tax levy.

A contingent budget limits the spending of a district to salaries for professional educator positions certified by the State Education Department and ordinary contingent expenses. Ordinary contingent expenses are those expenses considered essential to maintain all legally required educational programs, maintain school buildings, preserve district property and ensure the health and safety of students and staff.

What's the difference between the Tax Levy and the Tax Rate?

The Tax Levy is the total amount of taxes collected by the City and allocated to the school district. Residents approve the tax levy, not the tax rate. The tax levy is set by the school district and must be submitted to the Office of the Comptroller by March 1st every year.

The Tax Rate is the amount collected from each property owner as determined by the City Assessor, not the school district. The increase in the rate may be more or less than the increase in the tax levy, depending on the increase or decrease in property values.

What is the state's responsibility in assessing the Tax Levy?

The State Office of Real Property Services (ORPS) is responsible for establishing equalization rates by measuring the total market value of each town and city. The equalization rates are used to ensure taxes are apportioned fairly across municipalities that may have different assessment levels.

What is the city's responsibility in assessing the Tax Levy?

The Glen Cove Department of Assessment determines the value of each parcel of land to serve as a basis for property taxes.

When are Tax Bills mailed?

The Glen Cove City Receiver of Taxes mails tax bills by January 1, August 1, and December 1 of each year to the property owner, or whomever the property owner designates. Individual tax bills are calculated using:

The property’s taxable assessed value of each land parcel as determined by the Town Tax Assessor.
Any applicable exemptions (STAR, senior citizen, and/or Veteran).
The school tax rate for that town that year.

General Questions:

What has the District done to control spending, minimize costs, maximize efficiency and increase cost effectiveness?

The District has taken multiple steps to control spending and maximize efficiency. First, we have completed an in-depth, six year expenditure review to align budget lines with actual expenditures. The District utilizes requests for proposals, competitive bidding, and the use of State, County and Boces contracts. We are in the final stages of an Energy Performance Contract to increase efficiency and to utilize solar to reduce energy expenses. These efforts are meant to reduce overhead to ensure maximum funding goes into the classroom and for student support.

What are the biggest cost drivers?

Expenditures such as employee salaries and benefits, transportation, Special Education, insurances and facilities maintenance are some of the biggest cost drivers to the increase in the District’s annual budget. Employee salaries and benefits are determined by contracts with each unit and the District is contractually bound to pay. As with any contract, the terms of these agreements cannot be altered with the consent of both parties – the District and its employee bargaining units. Voting no on the budget does not change the terms of these contracts. Some items are determined and assessed by the State and outside of District control, such as the increase to health insurance costs.

What are reserves and what can they be used for?

Reserve funds allow the district to legally save money to finance future infrastructure projects, equipment, and other purchases. They can provide an alternative to incurring additional debt to finance capital projects. Reserve funds are also available to offset certain expenditures in the budget.

In addition to reserves, maintaining an unassigned fund balance is an important factor in fiscal stability. It provides the district a means to handle unforeseen or emergency expenditures and can help to ensure adequate cash flow is available to meet the cost of operations. NYS Real Property Tax Law Section 1318 restricts unassigned fund balance in the General Fund to 4% of the upcoming school year’s budget.

What programs are mandated by the state?

The overwhelming portion of the District's budget goes toward meeting state and federal mandates and requirements: some are funded by the State, but many are not; everything from areas of study to building climate issues to transportation regulations.

Elementary school mandates include instruction in math, science, English language arts, social studies, health, physical education, art, English as a new language (ENL), and music.

Middle and high school students are required, among other mandates, to have a certain amount of units of study for English, social studies, math, technology, science, physical education, home and career skills, the arts, library skills, ENL, and second language.

Statewide testing in grades 3 through 8 was instituted with no provisions for additional funds to pay for the testing and scoring of these mandated assessments.

What do the long-range enrollment projections look like, and what are the budget implications?

Our data shows that we have experienced a decrease in enrollment and it is projected to decrease in the coming years. This decrease causes what is known as a “double whammy” to our Foundation Aid. Foundation aid offers a per pupil allocation. Fewer students means less total Foundation Aid because aid is paid per student. A decrease in enrollment will also increase the District’s combined wealth ratio (CWR), which in turn will reduce the state aid share. Due to the calculation for CWR, fewer students makes the district appear to have a higher wealth per pupil which in turn reduces the state aid share. A reduction in enrollment will require appropriate reductions to the budget. As enrollment declines, staff and various supply needs will also decline.

Proposition I - School District Budget

To adopt the annual budget for the fiscal year 2026-27 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District totaling $122,314,624. The proposed tax levy percentage increase for the 2026-27 budget stands at 2.42%.

Election of Board Members

To elect two (2) members to the Glen Cove City School District’s Board of Education. Each member will serve a three-year term commencing July 1, 2026 and ending June 30, 2029.

Early Voting Procedures Information

Procedure for Early Mail Voting

The application for an early mail ballot must be received by the District Clerk no earlier than April 20, 2026.

Applications for an early mail ballot may be obtained between the hours of 9:00 AM and 3:00 PM Monday through Friday, except holidays, from the District Clerk or downloaded from the District website.

Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter or picked up personally by the voter or the voter’s agents, as designated on the application. Ballots will go out once it is determined by the District Clerk that the applicant is registered to vote.

Early mail ballots that do not reach the Office of the District Clerk at the above address by 5:00 PM on the day of the election of May 19, 2026, will not be canvassed.

Thank you to all the Glen Cove residents who participated in the 2024-2025 Glen Cove City School District’s budget vote and trustee election. All three propositions passed. Additionally, incumbent Board of Education members Maureen Jimenez, Meghan Lavine, and Anne Markoulis won re-election in an unopposed race.

Registration is ongoing at the District Clerk¹s Office, located in the Thayer House on Dosoris Lane. Please note, you will not be placed on our lists for this year if not registered before May 1, 2012.

The Annual Budget Hearing is scheduled for Tuesday, May 8, 2012 beginning at 7:30 p.m. at Glen Cove High School.

The Annual Meet the Board of Education Candidates Forum will be held on Monday, May 7, 2012, in the Finley Middle School Mini-Center, beginning at 7:30 p.m.
